DGA staff were appointed to work with LBA (who were supporting Mott MacDonald with construction planning and programming as part of their multi-disciplinary design services contract).  The staff on secondment provided assistance in developing the construction programmes for use in option selection, design development, cost estimates, and environmental impact assessment
