The NEC describes the event as below:
'NEC3 has been widely used for public sector construction projects in Hong Kong. Now, The Development Bureau, HKSAR Government, endorsed NEC4 and the progressive transition from NEC3 to NEC4 in public works projects in Hong Kong.
